Training Mentors

Kaizen is seeking multiple Training Mentors (TM) for an upcoming long-term development project in the West Bank and Jordan. The emphasis of the Palestinian Authority (PA) Security Sector Reform Program (SSRP) is to develop and support the PA institutions needed to oversee, support, and maintain the PA Security Forces (PASF) and other PA-related justice and corrections functions. The TMs will provide support, guidance, and mentorship to training staff at the Jordan International Police Training Center (JIPTC) or Prince Hussein Bin Abdullah II Academy of Civil Protection (ACP) in Jordan, or the Palestinian Authority Leadership College (PALC), Central Training Institute (CTD), Palestinian Officer's Academy (POA), and the Ministry of Interior (MOl) in the West Bank to design, develop, facilitate, deliver, and assess targeted training practices to facilitate successful training delivery activities in response to PA, US Security Coordinator (USSC), and the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) needs and requirements. The Jordan TMs will be responsible for monitoring, guiding, and evaluating training for the PASF at JIPTC and ACP as well as recommending/developing/modifying course curriculum. West Bank TMs will have similar duties at PALC, CTD, POA, and MOI.

Location of Duties: West Bank or Jordan

Key Responsibilities:

  • Ensure all training courses are properly planned, delivered, and monitored in order to ensure that U.S. developed/sponsored curriculum is being delivered correctly and in full by the trainers.
  • Support a comprehensive evaluation program in order to document and improve the overall quality/effectiveness of all training delivered.
  • Provide guidance to trainers on proper delivery of U.S. developed/sponsored training in order to meet INL/USSC requirements and standards for ensuring quality of instruction for PASF students.
  • Develop and/or refine detailed course curriculum as needed to enhance/increase the level of training provided to PASF students.
  • Conduct or assist with training as required
  • Provide mentorship to the PA on teaching techniques, development of lesson plans, Cumulative Training Exercises (CTEs) and hands-on training exercises.

TMs will develop and supervise curriculum for the following representative topics that include but are not limited to these areas:

  • High-risk arrest techniques
  • Checkpoint operations
  • Basic first aid
  • Self-defense tactics
  • Firearms training
  • Human Rights
  • Basic firefighting
  • Intermediate firefighting
  • Search and rescue
  • HAZMAT
  • Wildfire extinguishing
  • Fire investigation
  • Rescue equipment maintenance
     

Training in Jordan may be transitioned to the West Bank later in the program life-cycle.

Key Requirements:

  • Minimum two (2) years of military, civilian law enforcement/government or corporate experience related to security sector development and assistance, or combination thereof.
  • Minimum two (2) years in any combination of military or law enforcement training and/or institutional development/change management/capacity building program implementation. Strongly prefer foreign experience in a high-risk Middle-Eastern locale.
  • Minimum one (1) year of experience in a role of personnel management and supervision.
  • Expertise in curriculum development, review, and delivery.
  • Bachelor’s Degree (preferred) in management, public administration, security studies, or a related field.

To be eligible, candidates must be able to obtain a Moderate Risk Public Trust (MRPT) certification.
