Scope and Objectives

The Kaizen Company is seeking a local Special Education Advisor for an upcoming USAID-funded project focused on the Project Appraisal Document (PAD) Evaluation in Morocco. The project seeks to conduct a performance evaluation of USAID/Morocco’s education sector, assessment of several active awards, and how these support the Development Objectives of USAID/Morocco. Anticipated to begin June 2018.


  • Provide technical expertise on the education sector in Morocco to inform the performance evaluation of early grade reading and special education programs
  • Ensure that data collection methodologies are inclusive of multilingual and disability populations and gender
  • Assist evaluation team to ensure monitoring and evaluating systems appropriately measure progress against special education-specific outputs and results
  • Assist in the review of key technical documents and reports as related to education interventions and practice
  • Propose strategies to increase project/program impact in special education



  • Master's degree in Education, with preference for a specialization related to Special Education and/or inclusive education
  • Minimum of five (5) years of experience in special education, teacher training, and early childhood reading related programs
  • Demonstrated experience in teaching children with learning needs and disabilities
  • Experience in disability-related interventions and/or local inclusive development;
  • Fluency in French and Moroccan Arabic required; working proficiency in English required
  • Excellent written and oral communication skills
  • Advanced interpersonal skills and ability to effectively work with multiple stakeholders (government officials, civil society partners, and donors)
  • Familiarity with USAID evaluation policy
