Kaizen seeks multiple Human and Institutional Capacity Development (HICD) Specialists to provide short term technical assistance (STTA) for the Pakistan Regional Economic Integration Activity (PREIA). STTA will be focused on supporting activities related to project sub-component 1.1: Improved Government of Pakistan Ability to Develop and Implement Reforms of Policies, Laws and Regulations of PREIA.
The STTA consultant will provide expert technical guidance to strengthen the human and institutional capacity of Government of Pakistan stakeholders. They will assist clients to build leadership, perform strategic planning, conduct information analysis, develop process improvements, perform facilitation functions, conduct surveys, and improve organization performance.
Kaizen seeks consultants with the following skills and experience:
Strengthening capacity of the government sector to analyze trade policy and environment, promote trade policy reform, and identify business and economic opportunities resulting from changes in trade policy.
Promoting dialogue between business communities and the government concerning international trade.
Promoting adoption of appropriate information and communication technologies for trade.
Working with government and private sector actors and trade support institutions to bring greater economic benefit to women through increased participation in export trade, including providing capacity building support to trade promotion institutions and various chambers of commerce and industry to better engage businesswomen.
Bachelor's degree is required. A Master’s degree or equivalent professional experience is preferred.
8-10 years of experience working in international development, including 3-5 years of experience implementing organizational development, change management, local capacity building of government actors in developing or transition countries. Experience working in Pakistan strongly preferred.
Experience working in the international trade sector.
Consultants with the following certifications, or in the process of completing one or both of these certifications, are strongly encouraged to apply: Certified Performance Technologist (CPT) and/or Human Performance Improvement (HPI).
Knowledge of USAID project cycle, agency policies, regulations reporting requirements for financial management and procurement.
Professional-level fluency in English. Written and spoken proficiency in Urdu is desired but not required.
