  1. Background
Kaizen requires a Proposal Writer Consultant (“Consultant”) to lead the writing technical proposal for the USAID-funded Ukraine New Workforce Development Activity that Kaizen is pursuing as a prime contractor. The purpose of the Workforce Development Activity is to upskill and reskill Ukraine’s workers and job seekers and fill critical job vacancies during the war. The activity will develop human capital resources in critical sectors including construction, manufacturing, agriculture, and logistics, all of which are needed for Ukraine to achieve its goals for economic recovery and rebuilding. Importantly, the activity will work closely with the private sector to provide training and job placement for those jobs that are most in demand and most critical to the needs of Ukraine’s most productive and competitive industries. The activity will help the Ukrainian economy partially fulfill labor needs for short-term economic stability and long-term structural transformation and improve employment and labor force participation rates for target populations including demobilized veterans, persons with disabilities (PwD), internally displaced persons (IDPs), women, and older workers and job seekers.
 
  1. Purpose
For this assignment, the Consultant will use technical inputs from Kaizen and consortium technical staff to draft three iterative technical proposal.
 
  1. Scope of Work
The Consultant will carry out the following:
 
  • Attend scheduled technical design workshops
  • Draft the Pink Team Proposal
  • Use Pink Team review and comments to develop a Red Team Proposal
  • Use Red Team review and comments to develop a Gold Team Proposal
  • Any other tasks as mutually agreed upon by the Consultant and Kaizen
 
  1. Deliverables
Deliverables (listed below) will be submitted to the Business Development Manager, or his/her designee, for approval. The consultant shall also submit an invoice and timesheet showing the hours worked over the course of the invoicing period.
 
  • Pink Team Proposal
  • Red Team Proposal
  • Gold Team Proposal
 
  1. Reporting
The Consultant shall report to the Business Development Manager or his/her designee.

 
  1. Period of Performance and Level of Effort
The period of performance for this assignment is from January 23, 2025 – May 30, 2025. The place of performance is remote.

The authorized level of effort (LOE) is 20 working days (i.e., 160 total hours). An illustrative LOE breakdown is provided below for reference purposes only.

VII.       Consultant Requirements

The Consultant must have:
  • Prior experience leading technical writing on USAID proposal responses
  • Prior experience working in Ukraine and/or Eastern Europe
  • Expertise in Economic Growth, Private Sector Engagement, Workforce Development, Labor Market Enabling Environment, or other related fields
