Kaizen is searching for a Chief of Party (COP) for the anticipated USAID Nepal Better Health Activity in Nepal. The goals of this activity are to support the three tiers of governments to improve the health system, especially around improved governance, improve demand-side barriers and accountability of communities in the health system, and improve quality of health care services at the facility and community level. The activity will focus on improving quality of care for maternal newborn and family planning services, prioritizing marginalized communities. The support will complement the USAID Health Direct Financing Project, improve readiness of health facilities and prepare the health system for the possible future health emergencies with increased coordination across three tiers of government.

Duties

The Chief of Party (COP) will provide management oversight of the activity and act as the primary point of contact with USAID about day-to-day implementation and management matters relating to the contract. The COP must also have overall responsibility for assuring that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed. The COP is also responsible for facilitating communication and close coordination with all stakeholders of the activity. This position will be based in Kathmandu, Nepal.

Responsibilities:

  • Provide vision and overall leadership to activity operations;
  • Serve as the primary point of contact with USAID on day-to-day activity implementation and management issues;
  • Serve as the primary point of contact with key Nepalese stakeholders, including counterparts in relevant Ministries, Agencies, and non-governmental/civil society/community-based organizations;
  • Lead work planning and oversee all activity management systems including finance and administration, human resources;
  • Supervise senior staff, including hiring and mentoring local staff;
  • Supervise the work of all personnel assigned to tasks under the activity;
  • Drive the achievement of activity results by ensuring the provision of timely, relevant, high-quality services;
  • Facilitate a collaborative relationship between and among implementing partners and clients;
  • Ensure USAID compliance and integrity of activity operations.
  • Act as main liaison with Kaizen HQ in DC
  • Ensure timely, accurate, and user-friendly reporting on the progress and status of all services provided under the activity.
  • Deliver strategic technical direction and guidance to the project as it relates to:
    • Improving the quality of care for maternal, newborn, and family planning services, health system strengthening.
    • Coordination with three tiers of Nepali government
    • Building more resilient health systems

Minimum Qualifications:

  • At least ten (10) years of demonstrated relevant experience within an international development context, and a demonstrated ability to create and maintain effective working relations with international organizations; US Government agencies; and NGO partners, private sector partners, and host country governments (including senior government officials) in low- and middle-income countries;
  • Minimum of five (5) years of demonstrated senior-level leadership experience (e.g. Chief of Party, Project Director, Principle Investigator, Deputy Director) for health care programs of similar magnitude and complexity such as those centered on health systems strengthening within, MCH and family planning.
  • Demonstrated experience improving demand-side barriers and accountability of communities in the health system and improving quality of health care services at the facility and community level.
  • Master’s degree in public health, health policy, management, international development, or business administration or a related field required.
  • Fluency in English oral and written communication.
  • Fluency in Nepali

Preferred Experience

  • At least 10 years of experience implementing similar, complex health reform programs.
  • Previous experience managing programs with strong localization component.
