Consultant Terms of Reference

Location: Ukraine and Remote

- Travel to Ukraine as part of the capture team
- Participate in meetings with stakeholders in Ukraine
- Attend scheduled technical design workshops, including capture debrief
- Provide inputs for the Pink Team draft
- Serve as reviewer for the Pink Team draft and provide comments for the Red Team draft
- Red Team Review and comments
- Any other tasks as mutually agreed upon by the Consultant and Kaizen

The authorized level of effort (LOE) is 12 working days (i.e., 96 total hours). An illustrative LOE breakdown is provided below for reference purposes only.

VII. Consultant Requirements
The Consultant must have:
- Prior experience working in Ukraine and/or Eastern Europe
- Experience in Upskilling the Ukrainian workforce; Building employee-employer linkages; Improving employment support for target groups; and improving the labor market enabling environment
- Current knowledge of Ukrainian private sector employment needs
- Knowledge of the skills gap in Ukraine
